Charles R. Lipcon, Maritime Laywer Charles R. Lipcon

Charles R. Lipcon is an active trial attorney handling personal injury, cruise line sexual assault and wrongful death claims. While his team of maritime lawyers focuses primarily on admiralty, maritime and litigation against cruise lines, Mr. Lipcon also has significant experience handling aviation disasters, automobile accidents, commercial torts and class action lawsuits.

Lipcon, Margulies & Alsina, P.A. is comprised of six experienced maritime lawyers and was founded by Charles R. Lipcon. Mr. Lipcon has been a member of the Florida Bar since 1971 and operating his own law practice since 1972. He has a Martindale-Hubbell rating of AV, the highest rating for legal ability and professional and ethical standards. Mr. Lipcon is a member of the Florida Bar Association, the American Bar Association, the Dade County Bar Association, the American Trial Lawyers Association, the Florida Trial Lawyers Association, the Florida Admiralty Trial Lawyers Association, the Dade County Trial Lawyers Association and is also a member of Mensa.

Mr. Lipcon is one of the most experienced maritime lawyers in Florida and he is admitted to practice before all State and Federal Courts in Florida, the U.S. Supreme Court, the U. S. Court of Federal Claims, the U.S. Court of Appeals, Fifth Circuit, the U.S. Court of Appeals, Eleventh Circuit, the United States District Court for the Southern and Middle Districts of Florida, the U.S. Court of Appeals for the District of Columbia Circuit, the U.S. District Court, Southern District of Texas, and then U.S. District Court for Colorado. Mr. Lipcon is the author of several publications including "Help for the Auto Accident Victim", "Seaman's Rights in the United States When Involved in an Accident", The Cruise Line Law Reporter and his newest release, "Unsafe on the High Seas."

Graduating from the University of Miami with a B.A. in 1968 and a J.D. in 1971, Mr. Lipcon is a National Merit Scholar.





Jason R. Margulies, Maritime Laywer Jason R. Margulies

Jason R. Margulies is an experienced maritime lawyer and an active trial attorney handling personal injury, cruise line sexual assault and wrongful death claims. He is admitted to practice before all State and Federal Courts in Florida, the United States Court of Federal Claims, and the United States Supreme Court. Mr. Margulies is part of the Lipcon, Margulies & Alsina, and P.A. team of maritime lawyers and has received an AV rating, the highest rating for legal ability and professional and ethical standards, by Martindale-Hubbell. He is also certified by the Supreme Court of Florida as a Circuit Court Mediator.

Mr. Margulies has been a member of the Florida Bar since 1995. He is also a member of the Florida Admiralty Trial Lawyers Association, the Association of Trial Lawyers of America and the Academy of Florida Trial Lawyers.

Graduating Cum Laude from New York University Stern School of Business in 1992 and Cum Laude from the University of Miami with his J.D. in 1995, Mr. Margulies was awarded the Most Outstanding Third-Year Member of the Miami Inter-American Law Review (1995).

Ricardo V. Alsina, Maritime Laywer Ricardo V. Alsina

Ricardo V. Alsina is an active trial attorney, handling personal injury, cruise line sexual assault and wrongful death claims. Mr. Alsina is a central figure in our team of maritime lawyers and is admitted to practice before all Florida State courts, the United States District Court for the Middle District of Florida and the United States Court of Federal Claims.

Mr. Alsina is a member of the Florida Bar Association, the American Bar Association, the Academy of Florida Trial Lawyers, the Association of Trial Lawyers of America and the Florida Admiralty Trial Lawyers Association.

Mr. Alsina graduated from the University of Miami with a B.S. in 1984 and from St. Thomas School of Law with his J.D. in 1990. He has been a member of the Pi Sigma Alpha National Political Honor Society since 1984.

Mr. Alsina has received an AV rating, the highest rating for legal ability and professional and ethical standards, by Martindale-Hubbell. He is also certified by the Supreme Court of Florida as a Circuit Court Mediator.





Tonya J. Meister, Maritime Laywer Tonya J. Meister

Tonya Meister is a maritime lawyer handling personal injury, sexual assault and wrongful death claims. She is admitted to practice before all Florida State courts, the United States District Court for the Southern District of Florida, the United States District Court for the Middle District of Florida and the United States Bankruptcy Court for the Southern District of Florida.

Ms. Meister has been a member of the Florida Bar since 2003. She is on the Admiralty Law Committee of the Florida Bar and the Advisory Board of the Space Coast Seafarers Ministry. She is also a member of the Southeastern Admiralty Law Institute, the Federal Bar Association and the Brevard County Bar Association.

Ms. Meister served as a crew member on live aboard dive excursion passenger vessels. She is a NAUI dive master, successful competitive sailor and captain of an all women sailing team Five Speed.

Graduating from University of Central Florida with a Bachelor of Arts in 1997 and Cum Laude from Barry University School of Law with a Juris Doctor in 2002, she was also a semifinalist in an Academy of Florida Trial Lawyers trial team competition.





Michael A. Winkleman, Maritime Laywer Michael A. Winkleman

Michael A. Winkleman is an active trial and appellate attorney handling personal injury, cruise line sexual assault and wrongful death claims. Michael is admitted to practice in all Florida State Courts, the United States District Court for the Southern District of Florida and the Eleventh Circuit Court of Appeals. Michael is a member of the Appellate Committee of the Florida Justice Association, as well as a member of the American Bar Association, the Dade County Bar Association, the Miami Dade Justice Association and the Florida Admiralty Trial Lawyers Association.

Michael graduated Cum Laude from Florida International University with a degree in Philosophy and Magna Cum Laude from St. Thomas University School of Law for his Juris Doctorate. Michael graduated ranked third in his class and gave the commencement address.

Michael is the author of the book "TRIUMPH," which was written in order to increase young Americans participation in Politics. Michael is also the Assistant Editor of the Cruise Line Law Reporter, which publishes information relevant to pertinent issues in Admiralty and Maritime law.
